17-year-old girl who is partially deaf, blind and suicidal is missing from West Whittier

Los Angeles County sheriff's detectives are asking for the public's help in finding a 17-year-old girl who is blind, partially deaf and suicidal, authorities said. Emily Rubalcaba of West Whittier was last seen leaving her house at 12:30 p.m. Thursday, June 14. Sheriff's described her as an "at risk missing person."

The man shot and killed by Whittier police after he kidnapped his ex-partner and two children was on probation for violating a domestic-violence restraining order. Deputies from the sheriff's Pico Rivera station had arrested Nicolas Giovanni Moncada, 29, of Whittier the night of April 25. Court records show Moncada pleaded no contest two days later to violating a restraining order, a misdemeanor, and got sentenced to five days in county jail, three years of probation and eight hours of community service.
